African from Haiti, Dr. Alann Plancher Fils-Aimé holds a PhD in Public Administration and Policy from Walden University in the United States (2024). He specializes in decentralization and public governance issues.
He holds two master's degrees from Kean University in the United States: A Master of Business Administration (MBA) in 2017 and a Master of Accounting (MA) in 2015. He earned a bachelor's degree in political science from Kean University in 2012. He completed advanced studies in development sociology at the International Institute for Development (IUED) in Geneva in 2000. He holds a certificate in Popular Education Methodology from the Instituto Cooperativo Interamericano (ICI) in Panama in 1994. He graduated in Social Sciences from the Normal School of the State University of Haiti in 1985.
Alann has taught social studies at Jean-Rabel Public High School and several high schools in Port-au-Prince. He has a particular interest in the development of Haitian, meaning the language of Haitians. Alann has a specific interest in literacy. He has been a long-time literacy instructor and instructor-trainer. He coordinated the OAS/Secretary of State’s Literacy National Pilot Program in 1995. Alann has worked in the non-profit sector for many years, including in Haiti at ICKL and ITECA and the United States at the Arc of Union County, an agency serving people with intellectual disabilities.
A political analyst and researcher, Alann co-published several civic education manuals while at the Alternative Education Research and Intervention Group (GRIEAL), which he co-founded, from 1996 to 2004. Alann coordinated for GRIEAL, the first national training program for the first group of elected CASEC and ASEC across the country in 1998. He has lived in the United States since 2004. One of his main works is his graduate thesis from the IUED, published by the university under "Towards a New Formula for Development: Self-Promotion" in 2000.
Since his doctorate, Alann has devoted himself to research and lectures on demand. He adheres to the idea that political affairs are everyone's business, and everyone's business is political affairs. He focuses his work and reflections on the issue of social change. He is driven by the desire to raise awareness and mobilize, particularly young people, to become involved in the affairs of their country.
